PLEDGE OF ALLEGIANCE
THE COUNCIL MAY GO INTO EXECUTIVE SESSION FOR LEGAL COUNSEL IN ACCORDANCE WITH A.R.S.38-431.03(A) 3 TO DISCUSS ANY AGENDA ITEM. THE FOLLOWING ITEMS MAY BE DISCUSSED, CONSIDERED AND DECISIONS MADE RELATING THERETO:
1.CALL TO THE PUBLIC - COMMENTS FROM THE PUBLIC
Those wishing to address the Council should fill out request forms in advance. Action taken as a result of public comments will be limited to directing staff to study the matter or rescheduling the matter for consideration and decision at a later time. Comments from the Public will be restricted to items not on the agenda with the exception of those on the Consent Agenda. There will be no comments allowed that advertise for a particular person or group. Comments should be limited to no longer than 3 minutes.
2.CONSENT AGENDA
All matters listed here are considered to be routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items. If discussion is desired, that item will be removed from the CONSENT AGENDA and will be considered separately.
a.Resolution No. 5230, Approval of a Water Service Request for 2400 Airway Avenue, ENG19-0044

Nathan Cottrell of CEG Applied Sciences has submitted a request for water service to tax parcel 320-10-069.  The applicant intends to construct a new Office Building for the Department of Economic Security. The Municipal Utility Commission voted 5-0 to recommend approval of water service to 2400 Airway Avenue.  Staff recommends approval of Resolution No. 5230.

c.Acceptance of a grant of a public utility easement being offered to the City of Kingman in conjunction with the recording of a parcel plat at 3975 N. Bank Street
A 16-foot wide public utility easement is being granted to the City of Kingman by Thomas R. Orr, trustee for the Thomas R. Orr Revocable Trust with the recording of a parcel plat.  The easement will be located on property at 3975 N. Bank Street.  The easement is intended to accommodate utilities that serve an existing building on the property.  Staff recommends authorizing the Mayor to sign the acceptance of this grant of easement on the parcel plat.
d.Arizona Criminal Justice Commission grant aware DC-20-007

On June 1, 2019 the Arizona Criminal Justice Commission (ACJC) awarded the Kingman Police Department, on behalf of the Mohave Area General Narcotics Enforcement Team (MAGNET), a grant in the amount of $336,832.00 to fund our drug task force. Total grant funding is for $252,624.00 with matching funds of $84,208.00 required from MAGNET. Those matching funds will be paid from the MAGNET RICO account. Staff recommends accepting the grant and authorizing the Mayor and City Attorney to sign the grant award. Additionally, authorizing the City Attorney to sign the mandated Certifications of Compliance.

e.Authorization to Enter into a Contract with Dorn Policy Group

Dorn Policy Group has been providing lobbying and governmental relations services to the City of Kingman since January 2018.  Staff is requesting to continue a partnership with Dorn Policy Group through June 30, 2020.  The contract amount equates to $66,000 plus out-of-pocket expenses such as travel, accommodations, postage, etc. Staff recommends entering into a contract with Dorn Policy Group to provide lobbying and governmental relations services for the period  of July 1, 2019 through June 30, 2020.

3.OLD BUSINESS
a.Dangerous Animal Ban
The Mayor requested a discussion and resolution regarding the banning of dangerous animals associated with circuses. This resolution focuses on the public safety aspect of these animals: elephants, lions/tigers, and bears. The attached report, while dated, shows many incidents across the world in which these animals escape their handlers and injure, maim, or kill innocent citizens.Staff recommends that Council discuss or take action on this item.
4.NEW BUSINESS
a.Resolution No. 5231, Approval of a Sewer Variance for Arroya Ranches, Tract 6020, ENG19-0041

Robert England of England Holding Company, LLC has submitted this request for a sewer variance for the subdivision known as Arroya Ranches, Tract 6020.  The subdivision is located inside the City Limits and within the Water Service Boundary in Section 20, Township 21 North, Range 16 West.  It is located south of Hualapai Mountain Road at the end of Canyon Del Vista Drive, accessible via Arroyo Vista Lane. The subdivision will create 13 residential lots ranging in size from at least 0.50 acres to over 7 acres. The Municipal Utility Commission reviewed this request at their June 27, 2019 meeting and recommended by a vote of 5-0 that the variance be granted.  Staff recommends approval of Resolution No. 5231.
