SUMMARY: On August 9, 2016, the City Council had a presentation from the Matt Wanner of the Downtown Merchants Association concerning the Downtown Development District. The Council directed staff to meet with Mr. Wanner and return to the Council by September 20, 2016 with a report of the Downtown Development District.
The staff met with Mr. Wanner on August 16, 2016 and discussed his ideas for a Downtown Development District. Staff reviewed the Cook Downtown Plan and drafted a Downtown Development District and a proposed Downtown Development District map. Subsequent attempts to meet with Mr. Wanner have been unsuccessful. The draft Downtown Development District eliminates the off-street parking requirements contained in the C-2 and C-3 Zoning Districts. The draft Downtown Development District also eliminate uses that are contained in the C-3 zoning district, such as contractor storage yards and BMX tracks. Attached is the Cook Plan; the draft of a Downtown Development District and a proposed zoning map.
FISCAL IMPACT: If initiated by the City Council, the cost of notifying affected and surrounding property owners, plus the cost of newspaper advertising costs for public hearings will be approximately $2000. STAFF RECOMMENDATION: Council direction on this matter. |
