SUMMARY: Staff has received a request from Lois Cantrell-Viola for a sewer extension variance for an existing home at 5 Palo Christi Road. The subject property is approximately 4 acres in size and contains a 2,700 square foot home which was built in 1960. It is understood that the septic system has failed and requires a permit to repair. The closest sewer main is located in Gates Avenue approximately 470 feet away.
Section 4.2(G)2 of the Utility Regulations requires that an existing home with a failing septic system connect to the sewer, when such sewer is within 500 feet of the property. The owner has submitted estimates indicating that the cost of connecting to sewer would be about $43,000, while the cost of repairing the septic system would be about $5,100.
On August 25, 2016, the Municipal Utility Commission reviewed this request and recommended that the sewer variance be granted due to cost. Including the current request, there have been 12 sewer variance requests in the past 10 years. Several variances have been granted, primarily due to cost and/or rock excavation. Staff would recommend that the sewer extension be made and that Council consider participating in the cost.
FISCAL IMPACT:
Loss of sewer revenue if no extension is made.
STAFF RECOMMENDATION:
The Municipal Utility Commission voted 5-0 to recommend waiving the sewer extension requirement. Staff recommends requiring the sewer extension as required by ordinance. If cost is the sole reason for granting a waiver, then City participation should be considered.
